Can my brothers wife file for divorce while he's in county jail?

My brother has to serve a 10 day sentence here in Ohio, and he is worried that since his estranged wife found out about it, and can she file for a free divorce since he is serving a 10 day sentence? He intends on filing when he gets out, but can she file beforehand?
